Flat seeds or a Superflat world?
The seeds on this page are ordinary worlds where the ground happens to stay low and even around spawn. Everything else generates the normal way: caves, ore, rivers, villages and every other biome further out. Superflat is a different world type. It replaces the whole Overworld with flat layers of blocks set to a single biome.
The default Superflat world is one layer of bedrock, two of dirt and one of grass blocks in a plains biome, with the surface at Y=-60. On Java Edition villages still generate fairly often and strongholds turn up as well. Bedrock Edition generates no structures at all in a flat world, whichever preset you pick.
On Java, set World Type to Superflat when you create the world and press Customize to remove layers or open the presets, such as Classic Flat, Tunnelers' Dream and Water World. Generate Structures has to stay on if you want villages. On Bedrock, switch on Flat world in the Advanced tab; the presets there only change the layers and the biome.
Pick a flat seed when you want a building site with the rest of Minecraft around it. Pick Superflat when you want a test area, a redstone lab or a creative plot with nothing in the way.

Questions about flat worlds
Why do so many slimes spawn in a Superflat world?
Slimes spawn in slime chunks below Y=40, in any light, and about one chunk in ten is a slime chunk. The default Superflat surface sits at Y=-60, well inside that range. Mojang raised the Redstone Ready preset from 52 to 116 layers of sandstone in 1.18.2 for this reason. Build a custom layer stack that puts the surface above Y=40 and slime chunks can no longer spawn them on the ground.
Can a Superflat world have villages?
On Java Edition, yes. With no preset selected you get villages and strongholds, Classic Flat gives only villages, and Generate Structures has to be on either way. Flat worlds on Bedrock Edition never generate structures.
How do I make a flat world on a server?
On a Java server, set level-type to minecraft:flat in server.properties. The generator-settings line takes JSON with a biome and a list of layers, each one a block and a height. On a Bedrock server the level-type value is FLAT.
Are the Nether and the End flat too?
No, only the Overworld is flat. Portals work the usual way and both dimensions generate as they would in any other world.
